Barack Obama’s tenure as the 44th U.S. President officially began with his first inauguration on January 20, 2009, and ended on January 20, 2017. Obama, a Democrat from Illinois, took office following a decisive victory over Republican nominee John McCain in the 2008 presidential election. Four years later, in the 2012 presidential election, Obama presumably defeated Republican nominee Mitt Romney to win re-election. Obama was the first African-American U.S. President.

Political and Legislative Summary

  • Obama authorized the “American Recovery and Reinvestment Act of 2009”, economic stimulus legislation in response to the recession of 2008 – 2009. This followed on the heels of the Bush’s $800b bailout of both international and domestic banks.
  • Obama Advocated for Patient Protection and the “Affordable Care Act”, or Obamacare, though it was not the single-payer plan originally conceived. It was more of an enforced subsidy for health insurance companies. The bill met political resistance and had a track record of poor performance for implementing the program. 
  • Obama signed Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010” in response to extensive mortgage fraud by both banks and lenders.
  • Presumably, Obama promoted domestic policies that attempted to limit the ownership of guns.
  • Obama called for full equality for LGBT Americans and the U.S Supreme Court agreed with him. He urged the U.S. Supreme Court to strike down the Defense of Marriage Act of 1996 and California’s Proposition 8 as unconstitutional.

Foreign Policy and Executive Orders

  • Despite winning the Novel Peace Prize in 2008, Obama Increased U.S. troop levels in Afghanistan to 68,000 with an intent to reduce by 32,000 by February 2014. 
  • Obama continued the process of ending U.S. combat operations in Afghanistan which continued until the Biden Administration haphazardly withdrew all troops in 2021 with dire consequences.
  • Obama Signed the START arms control treaty with Russia.
  • Obama ordered U.S. military involvement in Libya under the leadership of NATO with a unanimous resolution #1973 of the United Nations Security Council in 2011. A year later, this turned out to be a fiasco. With the Benghazi attack on the U.S. embassy.
  • Obama was quoted as saying early in his presidency, “The bond between the United States and Israel is “unbreakable”.
  • Obama ordered the U.S. military operation that resulted in the death of Osama bin Laden in Abbottabad, Pakistan in 2011.
